In Hoenn, you can pick from the following pokemon-
Chikorita,Treecko,Cyndaquil,Torchic,Totodile,Mudkip, Skitty or Zangoose
In Sinnoh The Following Are Available-
Turtwig,Snivy,Chimchar,Tepig,Piplup,Oshawott, Glameow or Lillipup
In Kalos the following are choosable-
Chespin,Bulbasaur,Fenniken,Charmander,Froakie,Squirtle, Eevee or Furfrou.
You can not choose any other pokemon as a starter besides these.
However when you get a new pokemon and you fill out the code you choose 4 moves from the list in Attacks, from there new moves can be taught the same way in the games(By replacing an old move with the new one if you want the new move).
